歐洲議會：死刑非正義 是報復

（中央社記者曾依璇布魯塞爾2013年4月19日專電）歐洲議會人權委員會主席洛赫畢勒今天譴責台灣執行死刑，呼籲台灣立即廢除死刑。

法務部於台北時間傍晚6時30分在台北、台中、台南、花蓮，槍決死囚紀俊毅、李嘉軒、陳東榮、陳瑞欽、林金德、張胞輝等6人。

洛赫畢勒（Barbara Lochbihler）稍晚在給中央社記者的聲明中說，她強烈譴責台灣今天處決6人，「取人性命並非正義，而是報復」（To take a life isnot justice, it is revenge），台灣無法透過殺人來教育民眾犯罪是錯的。

她表示，沒有可信的證據顯示死刑比長期監禁更能有效嚇阻犯罪；在法律中有死刑的國家與沒有死刑的國家相較，也並沒有較低的犯罪率或謀殺率。

洛赫畢勒說，歐洲議會反對死刑的立場堅定不移，廢除死刑是歐洲議會人權政策的重要目標。她重申，歐洲議會呼籲台灣立即廢除死刑，並在廢除前立即暫停執行死刑。
