墨西哥敲定石油業改革草案

墨西哥政府和在野黨7日敲定歷史性協議，將開放民間企業進入能源業，終結國營石油公司Pemex長達75年的獨占局面。

根據這份最終版的能源業改革草案，民間企業未來能與墨國政府簽約，在該國探勘和開挖石油及天然氣，再與政府分享獲利或採到的石油。企業也可以選擇取得油井控制權，並支付權利金和繳稅給政府。

另外，這份草案也提議建立石油主權基金，把部分石油收入轉為長期儲蓄和退休金。墨西哥參議院委員會將於8日開始討論此案，預料本周將提交給整個參議院評估。

Pemex是墨西哥目前唯一能探勘、生產和精煉石油及天然氣的業者，2013年第3季的石油產量為每日250萬桶，低於2004年的每日340萬桶。部分人士批評Pemex未投資維護設備和探勘油氣。
